Dear Chairman Bitan,

The Digital Media Association (DIMA) represents the world’s leading music streaming services. We are writing to express our concern regarding the draft Performers and Broadcasters Rights Bill No. P3177/25, currently under discussion before the Knesset Economic Committee.

While the legislation is positioned as strengthening performers’ rights, it in fact would unfairly require streaming services such as our members to pay twice for the same content. As you may know, our members already license all necessary rights in the recorded music that they distribute, directly from the rights owners – which are typically record companies – and those rights owners in turn pay the artists according to the terms of their agreements. It is essential that any new legislation does not require streaming services to pay an additional royalty on top of those existing obligations, much less to a new party. Our members already pay approximately 70% of their revenues to music rights holders, and an additional obligation is not only unfair and
inconsistent with international standards and existing business practices but jeopardizes their very business model.

We share the goal of ensuring artists are fairly compensated and are interested in collaborating with industry stakeholders and policymakers on the topic of artist remuneration. Our goal in such efforts is to identify solutions consistent with international standards, existing industry practices, and a thriving music streaming ecosystem. We are concerned that the draft bill No. P3177/25 is a step in the wrong direction.
