DIMA Letter on Georgia HB 566

Dear Representative Hong and Members of the Legislature,

On behalf of the Digital Media Association (DIMA), which represents leading music streaming services operating nationwide and serving millions of consumers in Georgia, we respectfully submit this letter in strong opposition to HB 566 in the 2026 legislative session before the Georgia Legislature.

While we share the goal of protecting individuals from the harm of unauthorized digital replicas, we oppose Georgia HB 566 because it attempts to solve a national issue with an unworkable state-specific mandate. By establishing a new state property right, imposing a complex state-level notice and takedown mechanism, and setting disproportionate statutory damages, the bill threatens to fragment the digital ecosystem.
